My recommendation is JDS Labs C5...under $200, excellent bass boost feature, good battery life, excellent build quality, excellent customer service.  This is a very popular amp here, and very highly rated at this price point...plenty of info here for you to look at.

I can't say because I have never had any experience with the DT 770.  The C5 is supposed to be very neutral.  From my experience I would agree with this observation.  I primarily use it with the Shure SE535's and B&W P5.  My experience with the C5 is limited to these.

Any amp can be a bass amp as long as you use an EQ.

An amp is only going to help the headphone deliver the bass it can deliver. If you are using the 80 ohm DT770 from your PC, then adding an amp may help a little bit - but it's not going to make it sound like you are at a Skrillex dance party. I think peoples expectations in this regard can be seriously higher than reality.
