Can this DAC be powered by my TV

I'm using it for my TV, not PC. You can either power it from the wall outlet that has a usb slot or putting it into a device that has usb slot (i.e. laptop, computer). If I power it by plugging it into my TV would it be sufficient? And would there be any problems since I am using it to boost my TV's sound, since I would be powering it from my TV as well.

yes, if your tv has a usb port then it should because all usb spec ports MUST be able to provide 5 volts.  Not sure what you mean by "boost" your tvs sound.  This will not boost it per se.  What it will do is take a digital out usb signal and decode it to analog and then amplify for headphones.  It will not do anything to your tvs internal speakers or any component you are feeding with an analog out audio signal from the TV.

 

If you are using the optical input then you will have to use external usb power from a usb charger for example.

 

I see it also has rca outs which can be used to hook up an analog component like an amp which could then power external speakers.
