What I mean is, Roxy's original FR curve already naturally has a +15dB bass. The bass EQ pot cuts it down to 0dB bass (neutral) when it is turned all the way down. So that means when the bass EQ pot is all the way up, it is not 'boosting' bass, but just returns it to what it normally will have.
In case you are still confused - it makes no difference functionally wise whether it is boosting 15dB bass from neutral, or cutting 15dB bass from bassy. There will still be a neutral and a bassy setting that you can play with.
In short, saying the glass is half empty is the same as saying the glass is half full.
