Setting up Wasapi and settings

I'm having trouble figuring out how to download Wasapi for win. When i google the term "microsoft Wasapi" it takes me to this page

but does not provide me with a link to download the program. I can't find the download link anywhere else either. Can anyone provide me a link to download the program and also some tips on setting the program up for my Windows 7 32 bit computer with a Essence ST audio card?

You'll have to use a program like Foobar to play your music. There is a WASAPI option for that.

So if I use headphones to listen to Pandora for example there is no need to use Wasapi?

WASAPI disable all sounds from Windows so Pandora would have no sound. So no WASAPI unless you're using dedicated programs like Foobar.
