If Fiio can make a UI half as good as Apple, a hardware setup great-sounding as an E17, and a package that's not two bricks stuck together with rubber bands...

Hello,
New member here and I joined because I'd like to stay in touch on this topic and possibly purchase one of these when it comes out. I like that it will be able to play those high quality audio formats and have expandable memory.
I currently have an iPod Touch but I'd be willing to make the change if the X3 impresses.
If it stays the same price as it stated in the original post, I think that's a great deal in addition to the cost of a 64GB micro SD card.

All that despite the all-caps note in the title too. 
Probably a dumb question, but does this mean that the sound quality will be equivalent to another player with the same internal components plus adding an external E17 amp? Or put another way, is the only way to upgrade the sound quality on the X3 to get an external amp better than the E17?

Not that dumb compared to what other people use to say, use the fiio e17 as a dac, the x3 would most likely sound like exactly that. The second theory is correct, to get an improvement of the x3 is to get a new amp that is better than the e17 owns amp or otherwise it wouldnt matter much at all
I'm using the J3 now, which has the WM8960G. Is this a better DAC than the WM8740 in the X3?

What is most important is not the DAC chip itself, but its implementation. Only time will tell--and if the E17 is, as stated above, any indication of what the X3 will sound like, we should have a J3 killer indeed.
