Rotel RC-1070. $500, awesome. =)
If you can't get a hold of the Rotel, but can get a good price on the PV10 somewhere, you can't go wrong with Conrad Johnson.
You might want to consider the Antique Sound Lab Passive TI preamp since you already have a tube power amp.
I'm going to get the AQ2004 DT for my HK amp.
Heck, the AQ2002 DT might be good for you as well.

pre-amp

I would recommend the Musical Fidelity A3^CR, if you can find one used or something. audioadvisor.com was selling them for US$1K plus shipping several months ago -- I'm still kicking myself for not picking one up (didn't have the money at the time).

You already have tubed power amp, so you will already get the golden goodness of tubes, so even though I am a tube guy, here I am recommending a SS pre. Go figure.

My mind was kind of set on all-tube, but what do you like about it?

I just noticed you have the S3/5. You might have seen above that the LS 3/5A was at the top of my list. Any comments on those Spendors. I believe my Hales are voiced along similar lines. I read the Spendors can't reach adequate db levels and can't hande the dynamics of full orchestra.

Smooth and flat and transparent -- everything you want in a pre-amp. Ask DarkAngel -- he currently owns one.

Besides -- I have a problem with tube separates -- too much of a good thing. It's like "good thing, squared", when all I wanted was "good thing". That's why I like tube integrateds.

I love my Spendors. Smooth smooth smooth. It's gotta be that soft dome tweeter. Not the most efficient in the world (89db/W/m), but the low level resolution is excellent, and they have a normal impedance -- 8 ohms nominal -- as opposed to the original BBC LS3/5A's, which I believe went around 15 ohms. I have a pretty good powered amp -- 20W -- for a tube, small room, and I don't listen to music too loud, so it makes an excellent bedroom system. They won a Golden Ear nod from one of the Absolute Sound writers, which was my original impetus for checking them out. I listen to a lot of "busy" music -- metal, prog, etc. even the classical I listen to is pretty dramatic -- and it doesn't have any problem with them at the levels at which I listen to them. I've also heard them in a medium sized room, and they filled the room nicely.

I not sure I'm all that interested in Rotel or ASL. The PV10 was my first choice, and I missed 3 good ones. An 8 mo. old PV10b will be available locally in a few months at a fair price, so I may get an interim/backup pre if nothing pops up soon.

Hows this for a passive design?

PREAMPS

Might want to try, and find a used Audio Research, or Balanced Audio Technology. Upscale audio sells some nice tube stuff also. Good luck!

Well the PV10 is your best bet then, if you can find one for a good price.
I don't know, I think I'd try a passive preamp if I had a tube amp.
