Use a non stock music player like poweramp or neutron

you could also

Invest in an android compatible USB dac

The SQ isn't really less, in fact on a blind and volume-matched test between iPhone 4 and Note 2 a friend and I both slightly preferred the Note 2 overall (much to our surprise when we were done and could check our blind listening notes against the actual playback devices, we both heavily expected the iPhone to romp home). The difference in SQ you are appreciating will largely be a consequence of the volume output being noticeably lower on the Note 2 - in order to volume match them we had the iPhone down three steps from maximum volume.

Apps like PowerAMP will let you increase volume a little bit, but not a great deal, it may be enough for you though. Alternative solutions would be using a DAC/amp as Retrias mentions (what I do), or Rooting your Note 2 and installing one of the kernels with audio tweaks for increasing volume.

What is the best dac/amp for 100$+-?

For 100$ you can try to get a fiio e07k/e7 ,you should try getting the fiio e7, I think they can be found for less than 100 , then you need to buy a micro cable

e 11 is not a DAC,it is only a portable amp, not going to say it won't help you improving your sound. you need to buy the e 7 or the e07k and a micro US , you can find the detail in android USB and DAC thread

You can choose to buy the E11 if you just need more power to drive your phones, but generally I found my galaxy note 2 to be better sounding than my Iphone 4s with the beyers

Wouldn't a decent Amp be enough? since the Note 2 has a really good DAC? (Wolfson WM 1811)

Because, in theory, the HP out is a Line-out, if there's no resistence applied...

The HP-out is not a line out.

That doesn't mean an amp won't be sufficient for your needs, only that you will be double-amping, for whatever that is worth.

Your Note II has digital-audio going out the micro-USB A port on bottom.

I'm sooooo excited. Just TODAY, I'm listening to FLACs using PowerAmp, going out USB to the built-in DAC on my Practical Devices XM6.  It took me awhile, but I finally found what was needed.

The low-level cross-over distortion of the cheapo output opamps in the Note II is GONE!!
