Extra Delivery Charges on Headphones

Is this normal:

 

after purchasing $600 headphones from moonaudio which included shipping and handling, I get another $50+ COD by UPS

 

I am asking cuz I get things shipped to me from Japan and China and never get extra delivery charges no matter how big the item

 

I am from Canada btw

Maybe MoonAudio shipped it COD to save themselves cash?

Where does Moon audio ship from?

these 3 cities showed up in my tracking log:

 

Raleigh, NC, United States

Greensboro, NC, United States

Louisville, KY, United States

 

what I don't get is if I pay for shipping and handling, shouldn't the delivery charge be already paid for?

 

I've bought stuff before out of Canda for $500+ and only had to pay like $30 flat
