Setting up a desktop/portable rig

Recently i've gottten into a lil predicament. My computer audio no longer sounds "good" to me anymore. Right now i have my m80s connected to a Tascam 200 preamp which i bought for my condenser mic. Will this preamp give me better audio than plugging directing into the computer? As of now, it sounds like it has the same quality but without that annoying hiss the computer gives. However, i think the noise of the computer's fan distracts from the music.

The bothering part now is that the audio from my ipad2 seems to sound better than my desktop setup which has a preamp ( which as i said before, not really sure if it helps). In that case, would it be wise to invest in a sub 100 or 200 dollar amp/portable amp like a Fiio e17 which can be used for desktop and mobile use?

If your need portability the E17 is nice choice, there better dac's less portable without batteries though.

 

However compared to onboard soundcard the E17 would be a big step up.
