i'm going to purchase the sony xb700 and i want to know which  amp would be nice for these (Under 40 bucks)

You won't find much better than a Fiio E6 for your money and application. Unless you can find an E11 for a good price.

will the fiio e6 amp and a fiio l9 cable make a big diference

XB700 are fairly easy to drive. Though from my experience yes it will.
