I have read that the fostex hp-p1's amp cannot drive high end cans that well but is the amp still better than the much cheaper fiio e17?

The HP-P1 has an output impedance of 10Ω (rather high, which is bad). The FiiO E17 has a near 0Ω impedance (which is excellent). Can't say anything about output power though.
