Have you considered anything from vsonic? They have 2 models that are easily within your budget and joker himself has put the gr99 and the gr02 quite high on his ranking list. They both have a 10/10 rating for value which further justifies your purchase. The only difficulty you might have is buying them but you can get them off of lendmeurears and ebay both of which ship worldwide.
From the looks of his reviews, it seems like both models are superior to your choices. Also, I am getting my gr99 soon in the mail so I might post a few remarks.
