Can you help my friend?

I am writing about a law system of universities in Poland In Poland universities are regards to be administrative institution what is nowadays outdated.  If I want to change the opinion about this I need to have strong arguments.  To achieve this I have to compare of Higher Education laws systems in Poland and other European country such as Spain, Germany, France, Italy, England and beyond Europe - United States. Uunfortunately in Poland there is no law publication about the Higher Education laws systems in other countries than Poland. This being the case that I have to find out if someone in this countries has written something in this matter.

 I would like to ask you about information if there are some publication about the Higher Education laws systems in your countries. I need to find out if in above named countries universities are treated like foundations or state units or something else.  

Can you help me??
