Good portable Amp for Sony EX1000 + 1964-T IEM Under $400

Hi I'm looking for a good portable amp, (a DAP which I can use with my laptop would be a plus) that pairs with my Sony X series walkman and 1964 Ears Triple IEMs, which have have a fairly flat sound with a little bit of a an oomph. 


Also anybody know where I can get a reasonably priced LOD for the Sony X? The $70 one ALO seems a little bit steep. 

I'd like to keep the Amp under $400, doesn't mean it has to be near that price.

Fiio makes Sony LOD.

JDS Labs c421/OPA2227 seems to fit the bill. If you can live without the oomph, look at Leckerton. The Meier Stepdance is raved as one of the best single-ended portable amp ever, and the 2Stepdance is right under $400. There's also the TTVJ slim which you can also add DAC. Also look at the Headstage DAC cable + Arrow combo.
I have no personal experience with any products here except the c421/OPA2227. Also, take everything you read on the Internet with a grain of salt. Definitely helps.
