What portable amp do you think would be the best for the beyerdynamic dt770 pro, 250 ohms that can be used for an android phone and is under 75 dollars

At that price point you can't beat the FiiO E11.  It had no problem powering my friends DT 880 250 Ohm cans.

Depends, JDS Labs Cmoy with the OPA2227 is also a valid choice.
