I take the subway to work daily and the entire commute is about 30 minutes...I'd like to have something that can actually block outside noise decently, but active noise canceling isn't necessary. I'd be using it with my Android phone, and I don't really have anything better than 256kbps MP3 VBR, so I don't need anything fancy (especially since I don't want to be out of too much money if they get damaged/stolen). It being at least somewhat waterproof would be nice (as in, they don't short if there's a light snow/rain - I'm not talking about using them in a downpour, obviously), and being durable would be another plus (given the use/abuse they'll sustain).

I don't know if such exists, but it's a great idea (!)

AT-M50 - it will take a light shower or two, if you're caught in a downpour then put them in the 'fold' position,
squeeze the pads together and reach for anything in your bag to cover them.
I speak from experience - experience of not paying attention to the weather forecast.

The ATH-M50 can't be found for under $100 anymore. People need to stop recommending them to everyone and their mother. Anyway, there's a bunch of good cans in your range.
Shure SRH440
Sennheiser HD280Pro (These things could definitely take a shower)
Sennheiser HD448
Sony MDR-V6
Any of these are good under $100.
