CW31 would be a well rounded choice under $30.

Yes, Soundmagic E30 is good too if you can stretch the budget. However, you should be aware of the average/mediocre isolation due to shallow fits (subjective ears).

Or you can consider Brainwavz M1, good value sound for its budget price. It has decent bass (impactful with Sony hybrid tips), beautiful mids and good highs. From what I read online, it seems that Brainwavz products are available locally in Philippines (Digital Walker?) - check out M1 reviews here and online

Thanks! The Brainwavz M1 kept coming up so I decided to check it out. (BTW, if my budget were more than $30, would more people be recommending it?)

Unfortunately, I can't seem to find an online seller for these earphones. Even Amazon.com and mp4nation is out of stock. I found a local online seller with M1's but he's selling them at almost twice the price ($70-ish)! I found someone from a local forum who's selling them for $23 second-hand but lacking mid tips. If they're still available, I'm getting them. I figured it would be waaaaaay cheaper to buy them right away than have to order other models from online stores abroad then pay for a forwarding service. If they're already sold (the listing is a couple weeks old), then... back to square one!

The M1's are quite good and I like them better than the Brainwavz M2.. I bought a pair when they first came out for the pre order price of $30 and I bought another pair during one on mp4nation's sales early last year when they were about $18 which was a crazy good deal..

Like FSNDET, I prefer M1 to Meelectronics CC51 which is of better specs and sound. I feel Brainwavz M1 is great for its price.

If you cannot get M1 locally, the next well rounded choice at US$30 should be Meelectronics CW31. Head Fi review guru - ClieOS rated them on par to M1 in his chart.

DUNU Trident I recommend. Bang for the buck (around Php1.5k only). Strong bass. And you can get one in Manila. Try Peep's Gameshop in Greenbelt 1 or you can get online at sulit.com.
