I have a pair of Sennheiser HD 518 and I want to know what is a good amp or dac to use with them. I listen to music on a mp3 player and my desktop computer equally. Price has to be under 150.

The HD518 is a very efficient headphone and doesn't need necessarily an amp but you can buy a "small" amp lile the Fiio E9 for example.

I'd look into the FiiO E17, which is right in your price. It doesn't have a lot of impressions out there around yet since it's brand-new, but it's been much-anticipated.
With the E9, do I need the E7 to listen to music on my computer or is it fine by its self?

E9 will plug straight into your computers line out/headphone jack.
Even headphone amplifiers cheaper then the E9 should drive the the HD518s fairly well.
For around $25 you can get a external Fiio D3 (digital optical)or D5 DAC (USB), which should be better then the computers on board DAC.
Hook the DAC between the computer and the E9.
