Digital to analog converter.  You gotta have one to have music or any sound if the original source is digital-- as well as an amp.

If you're listening out of your computer, the computer sound card already has a DAC, but it's normally a pretty poor quality one unless you have a mac. Most people concerned with audio quality get an external DAC plus headphone amp, or a DAC/amp combo, like the fiio e10, among others. .

If I get a headphone and amp like 650 and e9 but no dac and no sound card would the audio sound horrible than a crappy headphone with no amp/dac?
