It bypasses the E7's internal amp so you can plug a more powerful better amp into it without dual amping.

Just a dumb question - the Signal to noise ratio and distortion is so low and so similar for fiio e17's DAC and AMP side of things, would dual amping be actually more efficient (ie to not introduce a plastic piece between the interconnect cable and the E17? ie would the plastic L7 be causing loss of detail?

First of, L7 won't cause a loss of detail. Second, whether you'll find double amping being more efficient, or more convenient (which I think is what you actually want to say), is up to you.
