OK so I'm new to the Head fi scene and i finally had a good chunk of cash to buy a nice pair of headphones. i was thinking about buying the  Beyerdynamic DT990 Pro 250 Ohm. i listen to a wide range of music, anywhere from classic rock to dub step. i was wondering how theses sound and if there worth my time  and money. also wondering about the Fiio E7 amp , heard those were good amps, if you have any info it would be much appreciated .

If you have a different pair of headphones that you think would be better suited, my price range is about $100-$200 tops.

These sound good if you like emphasized treble and bass, recessed (but clear) mids, and open and spacious sound.

Do you intend to use it as a portable ? Do you need the DAC part of it as well ?

The E7 has a weak amp section. I'd hold out for the release of the E17, which should be pretty good according to early impressions. The fact that it has treble controls, means you can reduce treble if it bothers you, which would make DT990s absolutely worth it, more so than ever.

yeah i want to use it portably, and what exactly is the difference between A amp and a DAC?

The DT990 are awesome, but aren't great for portable use.  Since they are open, they let a lot of outside noise in, and everyone near you will be able to hear your music quite clearly.

A DAC is a digital to analogue converter, which needs to be done somewhere in the chain (from a digital mp3 file to an analogue speaker)

An amp is what takes a line signal and amplifies it to power the headphones, and it also needs to be done somewhere in the chain.

With the DT990, the issue is that a portable player can't put nearly enough power into them to get a good sound.

so do you have a recommendation of a pair of closed headphones that would be good for portable use with the same acoustic qualities as the dt990's?

Headphones (and speakers) use/receive an analog signal.

Audio (music) is today storied in a digital form (zero & ones), amps (amplifiers) improve (increase) an analog (wave) signal.

So a DAC (Digital to Analog Converter) changes a digital signal into and analog signal.

The 80-Ohm has more bass and the 250-Ohm more balance (little more clarity).

I do prefer the 250-Ohm, but have no problem using the 80-Ohm.

The DT770 Pro 250-Ohm come with the spiral cable.

The 80-Ohm straight cable.
