Anyway, Psycho-Pass 16 sure did give us some very interesting surprises.

It really has that Minority Report vibe in it.
I'll bet that inside the Sybil system isn't a high tech supercomputer but actually a living entity, a living human organism that is being caged, enslaved by the machine that humans built in order to preserve peace but ironically, turned for the worst. And also, the reveal of the real identity of the Chairwoman it only affirms that in the Psycho-Pass world, human beings are no longer human beings but slaves to the machines.
I do think that there is a reason why Makishima is unaffected by the Sybil system. If it's true that Sybil is a living organism with high intelligence, then it must have chosen Makishima for a very good reason. Maybe the living organism inside it wants Makishima to be the "saviour" regardless if he will destroy the system. Maybe Sybil wanted to end it all.
