The problem is it doesn't just limit itself to the manga site.. after I get the problem on the manga site, it effects all my other browsing, e.g. i get connection reset on a manga site -> go to head-fi, get connection reset on head-fi.

What Browser are you using? Does this happen on other browsers? Try deleting all data(cache, cookies, browsing)(or keep browsing as browsing history usually isn't it, but a big amount can affect performance)
I switched between firefox and chrome, I did a new reinstall of firefox as well removing all data. The problem isn't restricted to one computer either, it occurs on both my laptop and desktop, though with less frequency on my laptop. But its happening more on my laptop now :(.

Plug your modem directly into one of your computers or both of them. Does it persists or happen?

Are you using At & t by any chance, or any type of DSL? I have had this problem with att dsl before, and it's usually a bandwidth issue, and not the browser. This is especially the case when you have multiple people in a residence sharing the connection. I usually got around it by tethering my phone when my family was home so I didn't share the crappy dsl connection with them. Though recently I switched to comcast business and haven't had an issue since.
Are these resets occuring when you are alone at home or when there are other people using the internet as well? It may also be your ISP throttling your bandwidth because of torrents. That's about as much as I can think of off the top of my head regarding this issue.
