I probably won't save much either because Black Friday discounts have been crappy these few years in most cases. Still, waiting for just some TDP cuts and improved igpu performance is sort of pointless. The extra few watts only equals a few cents on your power bill. A few dollars, that might be a bit more concerning but honestly, a few cents will take a very, very long time to develop into a boatload of cash.
Ivy Bridge is very efficient due to the use of 3D transistors, which are basically just transistors with fins as opposed to just a flat plane which increases surface area, consequently the amount of electrons that go through the gate at once. It runs a bit hotter but it's very efficient. Unfortunately the efficiency of Haswell will probably slightly pale in comparison to Ivy because IIRC Intel is reverting back to 2D transistors so they can develop their 3D transistors a bit more. I think they promised CPU compute performance around their Ivy Bridge counterparts with 2x the integrated GPU performance, which honestly isn't worth it except for maybe laptops. Power consumption should be lower. Haswell might be a SoC in some cases for tablets and laptops. They're focusing more on the mobile market for Haswell. Broadwell might introduce the 3D transistors again. That will probably be a worthwhile upgrade.
