Decent Headphone Amp. For Sennheiser HD650's for under $250

Hi. I know nothing about sound quality or the difference between a $10 pair of headphones and a $300 pair of headphones short of the price tag. I'm looking for a decent amp. as a gift for someone, and was hoping someone would be able to tell me which is the best for $250 and under.

how the heck do u do that??

Yes, this is fully custom made by using a CNC laser cut and bent plate of stainless steel and hand cut & routed wooden sides.

 

Here's what the top plate looks like and the insides during building it.
