Are you asking if any portable amps have RCA inputs? There are a few. You can use an adapter to go from RCA to 1/8" for any amp.

A lot of portables can be used with a wall wart instead of batteries too.  That's how I use the only portable amp I own, mainly because the gain is too high to listen to any truly portable headphones.  I use it when I need something transportable.  It doesn't even have a battery in it anymore.

You'll get better quality using an adapter to use the  RCA line level output, like this. (any cheap brand will do)
