Personally I prefer using the MK III with the DAC_I . I really like the warmer sound of tubes. 

 

I think the difference between the DAC_I and DAC-II is that the II has a headphone amp included, so in your case you should get the DAC_I if it's cheaper etc .

Why hasn't anyone mentioned the Nuforce HDP (amp/dac/preamp) or Nuforce HD (amp/dac).  I think many agree that it has great synergy with the HD650.  It tightens up the bass and really gives it that treble sparkle (unveils the veil so to speak).

I didn't mention it because the uDAC-2 debacle has caused the name "Nuforce" to leave a bad taste in my mouth. It may be a good component, but I'm not going to trust it without third party measurements. There are some good ones of the DACport that I recommended.

I don't even consider NuForce products because of the uDac.  Quality and sound issues.

 

But I still have my Icon Mobile for use in a pinch (mostly for nighttime videogaming in my living room)

I'm using Graham Slee SRGII with it. I'm very happy with the combo (with the DacMagic)

The price of the GS maybe a little more expensive, though

If I were to extend my budget ,and buy a Headroom Amp Dac for 850dls... How wold that be?

I've never used the Headroom Amp DAC, but I have been using a Burson Audio HA160 headphone amp with my HD650's for a couple of months now and the combination is excellent. However, that would consume most of your budget ($699) - But, Burson are bringing out a new product, the HA160DS ($890) which is a combined head amp and DAC. I know that's more than you wanted to spend, but if you're considering products in that price range, I would go for the Burson based on my experience and the reviews I have read.

 

Alternatively, you may be able to pick up a second hand Burson HA160 head amp on the For Sale forum, leaving enough cash for a decent DAC such as the HRT II+ which I use (and thoroughly recommend).
