Any programs I need on Windows to rip CD's as FLACs?

Most people that I know who know what they're talking about would recommend EAC.

Which is easiest? dBpoweramp, EAC, or Foobar?

I'd say EAC is the easiest simply because there is so much online documentation for it.  Plenty of tutorials on how to set it up.

If you use Foobar, it's the easiest choice.

winamp rips to flac out of the box..no special codec installation is needed. just choose flac in the cd ripping options as the output format and you are set.  I use it for my ripping and its doing a fine job.

EAC. It may not be the easiest, but there are guides to set it up online, it is still fairly simple, and it is probably the most widely used and respected program to get accurate lossless rips.
