I've read countless threads where people describe they can hear "sibilance" in the mids or certain other non high-frequency bands, what are these people talking about?

They're talking about ssssssssibilance.

I know what sibilance means, but I just don't see how it can apply to anything but high frequency components, how can there be "sibiliance" in the mids, lower mids, upper mids specifically?

Perhaps how a ssss might be peaky when spoken/sung in a male range, whereas there might be less perceived sibilance in the upper female range? I don't know for sure, never really experienced this, but it seems plausible that sibilance could be produced differently in different registers.

Almost sounds like smearing in a passage where a high frequency sibilance, is jumbled up in a mixture of output covering the frequency range.
