TREAD problem

So I am not building a TREAD perse but using elements from it in another design.

 

Regulator just run of the mill LM317T, R2 is 1.5K (1/2 W) going from ADJ to ground, R1 goes between ADJ and output and is 120 ohms. Ive a cap from ADJ to GND, its a 10uF tant. Ive also got a 22uF electrolyte from OUTPUT to GND.

 

Input is from rectified AC with a 1000uF electrolyte filter cap. I originally had a fixed output regulator and am changing it for the LM317, attempting to drop it in with just a few changes.

 

 

Now I have 2 problems:

 

First the output voltage is not what I expect. I need it somewhere around the 18V mark (i dont mind if its in the low 20s) but I'm getting it in the high 20s.

 

Second is R2, its getting super hot while the regulator is ice cold. I had a heatsink on it and I took it off and noticed that it was doing absolutely nothing. Ive double checked polarities and everything seems fine.

My bad, Im a complete and total derp. Didnt realize that the pinout was different. I thought it was IAO >_<. Dont I feel like a complete idiot. I noticed it when I saw that the voltage between input and ADJ was not the constant 1.25 or whatever I expected it to be.

If you want to get closer to 18 volts, change your R2 to 1k62 and R1 to 121 ohms.

1/4 watt are fine for R1 and R2 as little current is passed.

Now that I've fixed it to the correct pin assignments the voltage I get is fine. I just needed around 18V maybe +/- 2V or so is fine. I get around 16V this way so I'm good.

 

I have another problem though, measuring DC voltage at a Cmoy's right output gives me -.2 or so mV while the left goes from like +100mV down to like 15mV. Is this normal, I'm double checking everything and it seems fine. I'm measuring it with no input or output loads or signals.
