Could someone reccomend cheap and simple tube amp to build for 45ohm headphones beacause i had old tube amp for stereo and it was loud as hell untill it break and i saw prices for replacement tubes but for headphones tubes should be cheaper, or should i chose wide linear response chip to get better sound?

Starving Student Millet Hybrid.  The original tubes aren't readily available but there are design modifications posted for using $1 tubes.

Tubes cold be max100 euros and overall cost 200euros max, would be good to get (200-400mw at45ohm, 60mw laptop on board audio is too loud also so i would probably be listening at about 10-30mw power but knowing there is 10x resource wont do bad) , no volume control and other pointless lights and stuff needed , 2 wires power in ,3 wires output and 3 wires signal in, power button is also not needed and i have selfmade psu unit what can go from 3-25v and 0-20a current limiter , probably wont work out for tubes but will 30v be enough for high quality solid state to get half w power at 45ohms?

What high quality choices would be in solid state chips if i would want flat response from 1-5hz to 20-more khz at about 200-400mw with my 500w psu what suports 25v max.

Is there any forum or site to find info about different chips that are suitable for headpones?
