How much diy experience do you have?
If none I would suggest a cmoy to learn and get comfortable with a soldering iron and components.
If you are an experienced diyer then a point to point 17ew8 or 12ax7 ssmh is pretty easy to do for less than $100. It is not a hard amp to put together and it sounds really good for the price. I think mine came to about $75-80 and I had to buy a second power supply when the first one died.

You might be able to pull off a Dynalo for around $100. I think I paid around $100, but that was a few years ago. Still, a great amp at a great price. If you go a few dollars over, you'd have a hard time finding a better circuit.
