I received my dt990/600 headphones recently and noticed no volume problem using my asus xonar dx sound card in fact they were really loud xD. Everyone is suggesting to get an amp though. Do amps really make a BIG difference? like will i notice it. If yes then i dont mind spending 200$-300$

Properly amping a headphone doesn't mean getting proper sound level, it means getting proper dynamics.  The DT990 600ohm headphones are actually rather sensitive, and even an iPod touch can drive them to loud levels and with no clipping to boot.  However their dynamics while driven by an iPod aren't quite that of when driven by an amp with lots of voltage.

IF you're perfectly happy with the way they sound right now, I too don't see a reason to spend 200-300 on an amp, but over time you should look into saving money for one, as well as a dac to compliment the amp.

You could also look into the Xonar Essence ST/STX. Sound card with built-in headphone amp. Lots of threads about it on the forum.

Good luck.

The Little Dot MK2/3 have the right voltage swing for your headphone impedance (output more watts per ohm). I heard that Beyers sound very good with tube amps too. These 2 amps are very good budget tube amps.
