AV Receiver Recommendations

I'm going to be building these soon: http://speakerdesignworks.com/Statements_Monitor.html

 

The designer specifically recommends 100 watts available at 8 ohms.

 

My goal is to be under $400.

 

My question is, how can you know whether or not a receiver is going to transcode audio well?  I plan on using optical out from my PC to the receiver so that's also a necessary requirement.

 

I'm looking for the best sound I can get for $400.  I know that these speakers could perform even better with better equipment but I don't have the budget for that now.

 

I don't NEED it to have video support but that's a plus.

 

I'd much rather have a $400 receiver that sounds amazing over a $400 receiver that sounds ok but also does video.

either get a used one off audiogon or last years model onkyo off accessories4less or newegg

 

there is so little change between these - number of ports and a couple useless DSPs compared to this years models
