Well the problem of intermitent ticks has seemed to have solved itself ... I can use the "normal" buffer settings now and the sound is linear perfect ... with no artificial spikes anymore ... no equipment was changed or reconfigured ... I suppose ill never know the hows and whys now ... but it was a strange journey into the dark side ... interesting and informative ... like the Spanish inquisition. 
Maybe the semi-mythical "burn-in" creature wove its magical spell ...
OK, I suspect that I have similar issues but before I go out and get a powered USB hub I'd like to seek more advice. I've had a static ticking noise issue when running my uDAC2 from the USB ports which I solved very simply. On boot up I left the uDAC unconnected to the USB port and as soon as everything booted up then I simply reconnected the uDAC. Great sound from WASAPI.
Now this is where the story changes. I've just got an HRT Music Streamer II, have the same issue (that tick, tick, tick) but the solution I used for the uDAC doesn't work. The ticking only starts when the player starts to play music, if I'm not playing anything then there is no ticking. Do you think that a powered hub would solve the problem?

What I'm running is listed below.
Try running the sw audio player with "cache file in ram" option activated. Double check load on comp PSU vs hardware used in the computer. I find marginal quality PSU's can cause problems with audio while even HQ PSU's loaded beyond 75% capacity may also exhibit weird behavior. Wireless stuff, cell phones and the like located near the dac/amp can also inject noise into the system. Swap around the various USB jacks on your case/mobo to find a clean one and make sure the amp/dac is well away (a foot is fine) from any wireless hardware or switch mode PSU's/wall warts etc.

my fubar II usb dac does this. when it does it the suspend(red) light flashes and the playback light goes out. thought is only for a split second. i've noticed it does this more when the DAC has just been turned on. so in the first 10 min of turning it on it may happen 3 times but after that maybe once in the next 8 hours.
i always just figured it was lack of signal or power or connection at the USB port on my pc
