Build idea, but knowledge limited...

I had a neat idea as a small project. I want usb audio output from my computer to a switchable source. Sources should include optical/toslink, RCA (stereo), and coax at 24bit/192khz. What goes into a project like this?

 

In my mind all I know that needs to be there is the chip that changes signals from one source to another....

You can use a PCM2706 but you will be limited to 16 bit / 48kHz by the chip design

You could use PCM2704 as well...

So basically I have to use 16/48 to do this because any higher would require an actual driver to be written? (thats what my research was telling me)

So far as I know (which isn't much..), yes.

You don't have to write a driver for higher than 16/48, but you do have to either a) write the USB code for something like a TAS1020B or b) get an unobtainium chip

I found a bunch of 24/192 chips on the TI website, though i have no idea how im supposed to read the data that comes with them. I'm not anywhere near that advance of a level yet.... Chips include PCM1792A, PCM1794A, DSD1792A, DSD1794A.....

 

The pinout is in the sheet provided. what is the next step?

Those are not USB  DACs. They won't work for what you want to do.

If you would rather build a project that is already designed than design something yourself, AMBs gamma 2 sounds like it is what you are looking for. It is based on the wolfson 8741 and can have input from usb, optical, or digital coax. It can output to rca, 1/8 inch trs, optical, or digital coax.

The Y1 uses a PCM2707 as it's USB reciever...previous limitations still apply.
