I suppose mathematically he's correct in labeling those 'mid-tier' if we're calculating medians.  In fact if you took say the dCS Scarlatti DAC @ $24k and the Fiiio D3 @ $49.95 (list), that would put you right around $12k as 'mid-tier'.  Of course it's all relative: To many the DAC-1 would be considered high-end and others would consider it simply mid-tier.  Depending on the context both could be correct.
