5mW into 16ohms is a low output, and pretty typical these days.

I kinda want to get this Discman DE-J721 because it has optical out, but it's a refurb. It seems to be hard to find a new unit with this feature.

I had a DE-J721 for quite a while. Used it as a transport to a DAC. Worked very well in that regard. Can't recall if I ever used the headphone-out though.
