It's as close as you can get I think, much because of Chancellor.

Hmm, I haven't ever heard of them. Cool. It seems Tool covered several of their songs.

I second the Katatonia recommendation.  Anything from Last Fair Deal on, but especially that and Viva Emptiness.

The band Russian Circles is good. They're more in the Post-metal Genre (like Isis and Neurosis), but don't have any vocals. I believe that they toured with Tool at one point, but I could be wrong. You also might want to try From Monuments to Masses. Again, they're more Post-Metal. They also don't have vocals, but they do incorporate a lot of well placed audio samples. Mudvayne is probably the most similar, but aren't exactly the same. It's very difficult to find a band that creates such complex, yet appealing music, in a genre that generally alienates a good portion of the population.

I don't enjoy TOOL at all (used to when I was younger though so I get the appeal sorta) but I thought this was worth a mention.

It's not "like" TOOL but might appeal to someone who likes them.
