Fiio E7/E9 combo, and you might have some money to spare depending on how much you get the 990's for

I recently just bought the DT 990 on Amazon. It's $179.95 and with my student prime I got 2 free day shipping but i upgraded to next day for $3.99

I had the udac2 which is decent dac/amp and found that this tube hybrid was a better fit with the DT990's. There are other well reviewed amps in your price bracket as well. Little Dot III seems very popular here but you need a seperate dac. I also looked at the HiFiMan EF2A on Amazon for $169 which also gets decent reviews here and is probably a better value. I think the tubes in this one were better reviewed but can't recall now.

I am really liking how the stepdance pairs with my DT990s, and this is after enjoying the Hornet with the 990s. The stepdance will set you back around $370, which when added to 180 DT990s and tax is somewhat outside your budget. The Hornet may be an option for you. I enjoyed it with the 990, although the more I listen to the Stepdance, the more convinced I am that it is superior.
