How to measure Capacitance and Inductance of a piece of cable?

Very simple question. I know that for resistance you just hook up a meter. Right?

You can do it with an LCR meter. More specialized and usually much more expensive than the usual resistance/voltage/current meters.

a manufacturer may have the info - capacatance is almost always given and with impedance you can derive inductance - also formulas get pretty close

You can also measure the frequency response at the far end of the cable. That's all you really want to know anyway most of the time.
