LD MKIV hum

Hi there, I was told that this section has many people familiar with electronics who can help me locate my problem.

 

the current setup is

 

Windows7/ sondigo inferno(soundcard)/ LDmkIV/ HD555

 

i did a bit of research before hand and there are 2 possible causes for this humming issue. first is the ground looping and second is the EMI inside my computer.

 

when the little dot is plugged into a seperate outlet from the computer it produces a loud hum which dissappeares when I plug into the same powerbar as my computer, however it is replaced with a staticy noise which i assume comes from the computer since moving the mouse causes it to buzz more. I have tried using the cheater plug methold by cutting off the ground from a cheaper cable and using it which completely gets rid of the noise, so is this a ground loop issue or a EMI issue?

 

also would getting a line conditioner like the tripplite ls-600 fix this issue. and i would prefer not to use a GLI since i heard it does alter the audio signal.
