My understanding is that the opto-isolator provides feedback that lets the primary side's PWM controller know what the voltage is on the secondary (lower voltage) side. If the voltage isn't at the target, the controller can change the frequency of the pulses into the transformer. The power supply won't operate without the opto-isolator.

 

These types of power supplies are relatively complicated to repair- if you replace some parts but miss a dead one, the power supply could self-destruct again. This page offers some background information and help.

If it seems like I've given up on this, it's because I have. I ordered a 28 inch monitor eek.gif on Black Friday, so I really, really don't have space for this on my desk.
