Is the only thing keeping a sub amp from being full-range the preamp section?

Is that where the Xover is? I have a couple of sub amps with fried preamp sections and was wondering if it would be worth tinkering around with these as full-range amps.

It depends on the unit.  The design could vary from brand to brand, model to model.

Why not tinker?

A couple of issues could be that the amps are mono - you might need two identical ones for stereo. Also, keep an eye out for a low pass filter. Some of them limit themselves to just the low frequencies.

I have two identical ones. They have a huge toroidal transformer on each one and look good so I didn't want to just trash them, ya know?
