As far as I know, almost all cable or ADSL internet service in the country I'm residing only care about download speed as they don't list how much upload speed that we can get in their websites or advertisements. But they do list their promised upload speed on their fiber optic plan.
I think it's because of people will more likely care about download speed than upload speed.

Huh, in my country speed for home users is limited to 128kbps by the government. And for a 4mbps companies should pay $1000 for a unlimited download contract ... Even 3G networks are limited to 128 kbps and so....
