I'm lost as to what the difference is between these two specs. Both indicate dual secondaries as far as I'm aware so what's the catch?

An 18-0-18 is centertapped; i.e., a single 36V winding with 3 leads. A true dual secondary is two separate windings, so 4 leads. It depends on the application, but the true dual secondary winding type is more flexible and can be used for anything. Applications such as amb's sigma22 can use either, but others may not be able to use the center-tapped variant. At least that is my understanding.

You can use 2x18V in parallel for more current if you want. But you have to connect it correctly.
