Headphone power amps?

Just out of curiosity... but with so many DACs also doubling as pre-amps, I wonder why there aren't any headphone power amps? Surely it would make sense for someone to build one, or at the very least offer pre-amp inputs that bypasses the volume pot?

 

Side note: I guess the Fiio E3 counts... but it's an odd one and isn't really that powerful...

Actually, from a noise point of view, it makes more sense to have the volume

control as far down the signal chain as possible.
