Computer chirping in headphones

When I am not listening to music and the amp is on (hard to tell if it still does it while I'm listening to music because it's not very loud), anytime I use my computer to load up a website, or load anything practically it makes a faint chirping noise. I am using the Essence Audio STX as a DAC for now into a Decware CSP2+. 

 

I have a DL3 on the way and am sure it will solve the problem. I'm using WASAPI with foobar to bypass windows but that doesnt help (perhaps I've configured it improperly?).

Sounds like a good old ground loop. Try maybe plugging them in different outlets, although i have yet to fix one that way.

Would these sounds be referred to as "artifacts"?

Artifacts is the more likely culprit.  2 theories, first is computer slowing down and lagging, second is a sound mixed in and interrupting the music.

my computer is top of the line and doesnt really slow down, it happens when I'm not listening to anything at all (no computer sounds, windows mixer at zero, nothing)

2 prong adapter or Hum-X will fix ya.
