i checked the orientation and everything in the correct position.i did all the checks again and the current check is still reading 16mA and DC offset is also the same at OL/OR which is 1.69V and at OG it is 2.5mV. the rail splitter check passed and i changed U1 tpo the correct position.

Please be advised that the Mini3 has a very low margin for error. Those sparklings you mentioned in your initial post don't bode well. There's a chance those sparklings fried the AD8397.
Making a Mini3 as a first DIY project is a pretty tall order, YMMV.

Try to remove those huge blobs of solder and cut off long component leads. They are a shortcircuit waiting to happen as the case is grounded. Space between case and back of PCB is very tight.
While you're at it remove flux residue on PCB with some isopropanol.
ok i removed these blobs and long leads.i will get some isopropanol and clean the board.
