You can roll tubes and opamps to further tailor the sound, but know that it is magical right out of the box.
I would rate the condition 9.5 out of 10. You really need good light and a magnifying glass to find any imperfections in the exterior. It sounds and works perfectly. I bought it new from the North American supplier Audiophile Product and I've owned it for a little over a year. The stock tubes (new stock Electro Harmonix 6922) have about 1000 hours on them and sound excellent. I am also including a pair of matched NOS Siemens 7308 tubes that I bought from Upscale Audio here in California that have about 100 hours on them. I have always handled the amp and tubes with utmost care and only turn it on/off a maximum of once per day to help protect the tubes. The amp also has a soft start feature to extend the life of the tubes. I will ship the amp in the original packaging (and double boxed with extra padding) and include all original accessories including the manual, US 120V power cord, power interconnect cable, 1/4 to 1/8" headphone adapter, and hex key
